The <a href=\"http:\/\/www.worldatlas.com\/aatlas\/infopage\/oceans.htm\" target=\"_blank\">Southern Ocean<\/a> was officially established by the <a href=\"http:\/\/www.iho.shom.fr\/\" target=\"_blank\">International Hydrographic Organization<\/a> as &ldquo;surrounding Antarctica across all degrees of longitude and up to a northern boundary at 60\u00b0 South latitude.&rdquo;  The CIA has a <a href=\"http:\/\/www.cia.gov\/cia\/publications\/factbook\/geos\/oo.html\" target=\"_blank\">Factbook entry<\/a>, and this <a href=\"http:\/\/geography.about.com\/library\/weekly\/aa091500a.htm\" target=\"_blank\">about.com article<\/a> also has some information.
